Right now, I have a skeleton of the rules enough to write a working version, and I can finish it upon getting someone who could theoretically play it. Here is a preview of the character cards, which are divided into normal and virtualized halves (Jeremie is different of course), and the game is set around Season 3, just to make things easier until I can release a full version. I borrowed themes and mechanics from various games, but the gameplay is simple: two players, with the Hero deck trying to deactivate all 5 towers, and the Xana deck trying to disable all 5 characters. Both sides play various programs and instants that affect the game, and Xana plays 'Dilemmas' that slow or disable characters, and each side has to balance with a limited supply of influence points, which are used to run programs, fight on Lyoko, etc.

Finding the images is no problem at all, codelyoko.fr has high-quality screencaps from every episode. I'd love to have another person try the game, though it may be a bit complex for someone who hasn't really played CCGs before.
Anyway, I encountered another problem: there aren't very many Monsters, and it's good to have a wider selection, so I decided to add some of my fan-made ones to round out the Monster selection. I can declare them strictly optional, but here is the first one. I modeled the picture myself, I hope you like it:

Ok, I think I've got a bare-bones copy of the rules finished, I will post it in a day or so, and if all goes as planned, I'll have two playable decks ready not too long after that. And yes, the monster is supposed to be ominous looking.
Edit: The next monster model is finished, I'm currently working on its card. Here is the render of it from two different angles, I call it the Steeplejack:

Code Lyoko CCG
Basic Objective
Each player tries to reduce each other's Influence points to zero. The Hero does this mostly by deactivating Towers and killing Monsters. Xana can defeat the Hero by either reducing their Influence to zero or disabling all of his Characters.
Gameplay
Each player takes turns playing cards, and following the turn order.
Basic Terms
Core: Your deck. Minimum of 40 cards, maximum of 100. If you run out of Core cards, the deck is not reshuffled and the game continues. Both Xana and the Hero have a single Core deck, referred in short as the 'deck'.
Hand: The cards you are currently holding, no more than 7 at any one time.
Earth: A portion of the play area, it encloses Permanent cards that are in play and on Earth. These include Unvirtualized Characters and Artifacts for the Heroes, and Dilemmas for Xana.
Lyoko: A portion of the play area, it encloses Permanent cards that are in okay on Lyoko. These include Virtualized Characters, Programs, and Upgrades for Heroes; Monsters, Towers, and certain Dilemmas for Xana. Contingency, Domination, and Realm cards are considered to be in both areas, as they affect the global settings.
Permenant: A card that remains in play after being played for the first time. Examples are Characters, Towers, Monsters, etc.
Instant: A card that is erased after being played. Examples are Combat Actions, Supremacies, Fate, some Contingencies and some Dominations.
Erase: To remove from the game entirely. Cards and objects that are Erased are no longer targetable as they are no longer in the game.
Discard: To move to your Discard Pile, these cards are technically in play.
Tap/Tapped: A term to describe a card that has been used. It is tilted sideways 90 degrees to show this.
Disabled: Applies to Hero cards. A character who is Disabled is automatically tapped and stays tapped as long as they are Disabled. They receive no activations and cannot be targeted by other cards.
Unvirtualized: Character cards have two sides, Virtualized and Devirtualized. Characters who are unvirtualized have that edge facing upwards and are always on Earth. Virtualized characters have that edge facing up and are placed on Lyoko. Jeremie is the exception, in that he cannot be Virtualized.
Deactivated: Refers to Towers. A deactivated Tower can no longer be used by Xana and is turned face down.
Influence: Refers both to the whole Influence Pool and to individual Influence points. These points are used to play and activate many cards. Each player starts with 40 points, which should be marked with glass tokens or coins, something that can be rearranged in increments of 1, and they are placed and moved in many small amounts as the game progresses. The pool is normally kept in a pile next to the player, and is distributed as cards are played.
Card Types
Hero Card Types
Character: The Hero starts with 5 Hero cards. Each card has an Unvirtualized side and Unvirtualized side. Each Hero card has their own set of Powers, which are used for combat. Normally, each Character receives one activation per turn. After completing an activation, Characters are tapped. Characters have the following activations:
1. Virtualize: Costs 4 Influence. Move the Character to Lyoko, flip them to Virtualized, and place the 4 Influence points on them. Jeremie cannot Virtualize.
2. Devirtualize: Costs 0 Influence. Move the character from Lyoko to Earth and flip them to Unvirtualized. Return 2 of the 4 Influence to your Influence Pool and erase the other 2.
3. Attack: Costs 0 Influence, Lyoko Only. Select a Monster on Lyoko and this character and the Monster begin combat with each other. The Monster may defend even if tapped.
4. Deactivate Tower: Costs 0 Influence, Lyoko Only. Can only be given to Aelita. Up to one monster on the opposing side, which must be untapped, can block the action if able. If the Deactivation is not blocked, Deactivate a selected Tower.
5. Defend: Costs 0 Influence, Lyoko Only. Out-of-Turn Activation. Any character may perform this Activation when a Deactivate Tower action is blocked by one or more Monsters. This character enters combat with the blocking Monster.
6. Resolve Dilemma: Costs 0 Influence. Select a Dilemma in the same world as the activated Character. Tap the character and remove a Influence from the Dilemma. Bringing a Dilemma to 0 Influence destroys it.
7. Defrag: Costs 0 Influence, Earth Only, Jeremie Only. Add one Influence to your Influence Pool. Cannot bring your Influence total over 40
Life: When Characters are first Virtualized, place 10 tokens on them (not Influence) to represent their Life Points. When these reach 0, the Character is automatically Devirtualized.
Program: A Permanent card that exists only on Lyoko. It costs a certain amount of Influence to play, and its cost is placed on the card where it can be returned later. During each Resource Allocation phase, you can choose to discard the program and move its Influence back to your Influence Pool, or you may Queue it. Queueing a Program leaves it in play, but the Program becomes tapped and does not affect the game. Return the Influence cost points from the Program to your Pool and place one point on the Queued program. During the Resource Allocation Phase, you may also bring a program back from being Queued by placing enough points of Influence on it to bring it back to its original cost. You may only Queue or Unqueue each program once per turn.
Upgrade: Permanent card that exists only on Lyoko. Works in the same way as a Program, but it is specific to one character and is placed on a Character. If the character is Devirtualized for any reason, discard the Upgrade. You may not Queue upgrades.
Fate: An Instant card that can be played on Lyoko or on Earth. Can be played in response to another card unless stated otherwise. Discard after use. Some Fate cards have Costs, these points are Erased from your Influence Pool.
Contingency: A card that can be either an Instant and a Permanent, affects both Lyoko and Earth. Each Contingency will have one of two types: Trifle or Master. Each has a section labeled 'Conditions'. For a Trifle, play the Contingency as an Instant, in response to its Conditions being fulfilled in game, then is discarded. A Master must be played during your Main phase only, and not in response to any other event. It is considered a Permanent and is discarded once fulfilled.
Artifact: A Permanent that exists only on Earth. A character may be given an activation to use an Artifact when on Earth. Rules for each will be on the card. All Artifacts are Unique, there cannot be more than one copy of each in play at any time, remove any extras from the game when played.
Xana Card Types
Tower: Xana starts with 5 Towers. The Towers are considered to be on Lyoko at all times. Xana may have one Monster in play for each Tower. Towers can be Deactivated, where they are turned face down. When a Tower is Deactivated, Xana immediately erases 8 Pool.
Monster: A Permanent card that only exists on Lyoko. Monsters have a cost, which is placed on the card when played. Xana may only have one Monster in play for each Tower currently in play. Each turn, Xana may give one activation to each Monster in play. Monsters can perform the following activations, which tap to complete:
1. Guard: Do NOT tap the activated Monster to perform this activation. The Monster receives a +1 Evade bonus for the rest of this turn and the next Hero's turn.
2. Attack: Select one hero on Lyoko. Begin combat with that Character. The Character can defend even if tapped.
3. Attack the Core: Declare this action, which can be blocked by any Untapped
Characters on Lyoko. If the action is not blocked, Erase 2 Influence from the Hero's Influence Pool.
Life: When Monsters are played, place a number of tokens (not Influence) on them equal to their life totals. When they run out of life points, they are destroyed and discarded.
Dilemma: Permanent, Specified on the card whether it exists on Lyoko or Earth. Xana may only have one Dilemma in play at any one time. You cannot play another Dilemma if one is already in play, you must first remove its Influence during Xana’s Resource Allocation phase. A Dilemma has a Cost, which is placed on the card when played. Each Dilemma has an Attack and an Edge. Each turn, during the Hero's resource Allocation Phase, the Attack is fulfilled, such as Erasing one Influence. As soon as the Hero's Main Phase is completed, if no Characters successfully Resolved the Dilemma, the conditions of the Edge are carried out. Each time the Edge goes into effect, return a point of Influence cost from the Dilemma back to Xana’s Influence pool. Running out of cost points will not remove the Dilemma. When a Character Resolves a Dilemma and removes the last Influence point from it, it is Discarded and Xana erases a number of Influence points equal to the Dilemma's level, and the Heroes gain Influence equal to the Dilemma’s level. Dilemmas on Earth can only be resolved by characters on Earth, and vice versa with Lyoko. When a Dilemma Disables a character, since this is at the end of the Hero’s turn, that Character is disabled as long as the Dilemma is in play.
Supremacy: An Instant card that can be played on Lyoko or on Earth. Can be played in response to another card unless stated otherwise. Discard after use. Some Supremacy cards have Costs, these points are erased from your Influence Pool.
Domination: A card that can be either an Instant and a Permanent, affects both Lyoko and Earth. Each Domination will have one of two types: Trifle or Master. Each has a section labeled 'Conditions'. For a Trifle, play the Domination as an Instant, in response to its Conditions being fulfilled in game, then is discarded. A Master must be played during your Main phase only, and not in response to any other event. It is considered a Permanent and takes effect whenever its Conditions are fulfilled.
Realm: A Permanent card that exists both on Lyoko and Earth. It counts as a Dilemma towards your Tower/Dilemma card limit. Realms affect the rules of the game, and are obeyed by both players. Realms cannot be Resolved or destroyed. Realms are Unique; you cannot have more than one of each type in play at any one time. Realms are also exclusive; you may only have one Realm in play at any time. If you place a new one, discard the one already in play.
Game Setup
Each player starts with their Core decks and shuffles them. Xana always goes first. Players each start the game by each counting out 40 tokens, these are their Influence pools. Players then draw 7 card hands from their decks. The Hero player places all five characters in play on Earth, unvirtualized, and Xana places all five Towers face up on Lyoko. The game starts, following the turn order.
Drawing
Whenever you play a card from your hand, immediately draw another card to replace it. This is instant and cards may not be played in response to that, meaning that you may immediately play whatever was drawn if possible.
Turn Order
1. Untap: Untap all untapped cards unless conditions prevent them from being untapped, such as Disabled characters.
2. Resource Allocation Phase: At this time, you may decide how to reallocate your Influence points, such as those for Dilemmas, Programs, etc.
3. Main Phase: You may play any cards and take your activations during this turn. If you engage in Combat, refer to the Combat turn order:
4. Switch to opponent’s turn.
Combat Turn Order
1. Attacker Powers: The attacker may spend any amount of Influence to use the powers listed on their cards.
2. Defender Powers: The defender may spend any amount of Influence to use the powers listed on their cards.
3. Combat Actions: Each player may play one Combat Action. They each choose one from their hand if they wish, and reveal them at the same time. Discard after use.
4. Strike: Count up the Evade and Power of the two sides and resolve Strike damage. Combat is over.
Combat
The rules for combat are fairly simple. Each Character and Monster has a Power and Evade statistic, which normally start at 0. During Combat, using Powers and Combat cards increases or decreases these numbers. Influence used for Powers is returned to the Influence Pool at the end of the turn. When Strikes are resolved, compare the Evade statistic to the Power statistic for each side. Power must match or exceed the Evade for a strike to go through.
Example:
Ulrich is fighting a Megatank, with Ulrich as the Attacker.
Attacker Phase: Ulrich uses Super Sprint (3 Influence) to bring his Evade up by 2. He also uses Triplicate twice (2+2=4 Influence) to bring his Power up by 2 as well.
Defender Phase: The Megatank uses Snap Roll (4 Influence) to bring its Evade up by 4.
Combat Actions: Ulrich plays Critical Strike, while the Megatank does not play a card. The Megatank's Power is still at 0, so the Megatank's strike misses Ulrich. Ulrich's Power is now at 4, which matches the Megatank's 4 Evade, so his strike hits.
Strike: The Megatank deals no damage to Ulrich, while Ulrich deals 4 damage to the Megatank. Combat is now over. Ulrich still has 10 life points, while the Megatank now only has 1.
